Toward a European Migration and Mobility Union

ABSTRACT

Europe has been subject to nearly a decade of crises. After surviving its worst economic downturn since the Great Depression and the near collapse of its common currency, the region is now engulfed by hundreds of thousands of desperate migrants and refugees from the Middle East and Africa. Undeterred by the risks of death by drowning or suffocation in trucks, the refugees calculate, probably rationally, that the risk of escape are worth it. Many Europeans fear that these refugees are bringing social disruption and imposing fiscal burdens.
